"Note [?] the Complaint of Samuel Ballard it is alleged that the above improvement was purchased of Mr. Riddle a white man and that the principal part of the land was cleared by Riddle [?] the Extension of the Laws. Riddle having originally purchased of an Indian. It is further alleged that a part of the work on the mill was done by Mr. Blythe [?] the [?] by white men in the employ of Goddard + Blythe. the valuing agents have doubts [portion largely illegible] the matter be referred to the commissioners in order that claimants may adduce negative proofs"
